Essentials of Policy Development and Communications for Public Policy Delivery

Government needs instant access to evidence-based, balanced, and objective policy advice. There is a strong need to build this essential function of civil servants - providing policy advice to policymakers. In an environment of increasing expectations and options for government transparency, policymaking skills are required for civil servants in defining policy problems, solutions, and effective communication of policy decisions. To address this issue, in June of 2021 the Project has collaborated with the Lee Kuan Yew School of Public Policy of Singapore (LKYSPP) by organizing an executive program on the topics of “Policy essentials” and “Policy Communication” for Mongolian civil servants. This training was made available to 20 applicants who were selected through an open competitive selection from different ministries, agencies, and sub-national governments. To date, graduates from Cabinet Secretariat are amongst the staff working on the seven National Development Target Programs and graduate from NAOG is extensively engaged with the Project in nurturing Ethics Councils.
